In India, 13 States, namely Andhra Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa, Rajasthan, and Tamil Nadu have enacted legislation on Participatory Irrigation Management (PIM) till December, 2007. So far, 54330 Water Users Associations (WUAs) covering an area of 12.32 Million Hectare have been formed in various States.
Irrigation projects and its operation and management are done by the public sector in developing countries. In general it is considered that the state can handle major modern projects which require heavy capital investment, complicated technical inputs. the legal mandate to distribute water, and collect fees. Now the scene is being changed for betterment with the help of associations of people.
The Ministry of Water Resources has been emphasizing participatory approach for the management of water resources by involving not only various governmental agencies but also the users and other stakeholders in an effective manner in various aspects of planning, design, development and management of the water resources. With a view to ensure an appropriate legal and organizational framework for beneficiary participation in the management of irrigation water, the Ministry of Water Resources circulated a Draft Bill on Participatory Irrigation Management (PIM).
