Can IT sector be grown in the state?

Hi Friends,
I want your opinion regarding the development of IT sector in Chhattisgarh as there are so many talents are migrating to other cities like pune,banglore and hyderabad due to lack f job opprtunity in this area.
Please put your inputs and give us suggestions so that state can be developed as new IT hub of the country as we have god infrastructure at Raipur and Bhilai and we also have electricity .Is there any government plan to develop IT sector in the State.
