भूटान के प्रधानमंत्री जिग्मे थिंनले ने आज भारत के प्रधानमंत्री को प्रीति भोज पर आमंत्रित किया। इस अवसर पर डा. मनमोहन सिंह का उदबोधन है: आपके गर्मजोशी भरे स्वागत के लिए धन्यवाद। मैं भूटान की खूबरसूरत राजधानी में आकर खुशी महसूस कर रहा हूँ। मुझे, मेरे परिवार और शिष्टमंडल के सदस्यों को यहां जो प्यार, स्वागत और आदर सत्कार मिला उसके लिए मैं आश्चर्यचकित हूँ।

भूटान हमारा करीबी दोस्त और पड़ोसी है। किसी भी भारतीय प्रधानमंत्री के लिए भूटान की यात्रा एक खास अवसर होती है। ऐसी प्रत्येक यात्रा- 1958 में पं.नेहरू की ऐतिहासिक यात्रा से शुरू होकर, श्रीमती इंदिरा गांधी, श्री राजीव गांधी और पी. वी. नरसिम्हा राव की यात्रा ने हमारी इस विशिष्ट दोस्ती को और मजबूत किया है।

मैं प्रधानमंत्री को हाल के चुनावों में मिली सफलता तथा राजशाही से लोकतांत्रिक संवैधानिक तंत्र की ओर भूटान के आसानी से परिवर्तन के लिए बधाई देता हूँ। आपके लंबे अनुभव के मददेनजर मुझे कोई संदेह नहीं है कि आप भूटान में नई सरकार को सक्षम नेतृत्व प्रदान करेंगे।

पिछले साल राष्ट्रीय दिवस पर भूटान नरेश ने अपने संबोधन में जो कहा मैं उसे यहां उदधृत करता हँ- मजबूत और शांतिपूर्ण राजशाही के दौर के प्रारंभ से, हमने गतिशील लोकतंत्र की उम्मीदों का पालन-पोषण शुरू किया। ये वहीं कोशिश है कि हम आज अपनी महानतम प्राथमिकता के रूप में लोकतंत्र को सफल बना सके।

हम लोकतांत्रिक राष्ट्रों में भूटान का स्वागत करते हैं। हम आपको पूरे समर्थन का भरोसा दिलाते हैं और आपकी नए और रोमांचक सफर में सहयोग का आश्वासन देते हैं।

प्रधानमंत्री जी आप भारत से अपरिचित नहीं हैं। हम भारत-भूटान संबंधों के प्रति आपकी निजी प्रतिबध्दता और योगदान का तहे दिल से आदर करते हैं। हमें विश्वास है कि आपके मार्गदर्शन में हमारे संबंध और फले फूलेगें।

हमारे रिश्ते साझा ऐतिहासिक और सांस्कृतिक सबंधों की ठोस बुनियाद पर आधारित हैं। ये गतिशील और प्रगतिशील रिश्ता है जो सहयोग के नये रास्तों, नये अनुपूरकों और नये अवसरों का इच्छुक है। हमारे रिश्ते आज राजनीतिक और आर्थिक सहयोग के संपूर्ण परिदृश्य तक विविध रूप धारण कर चुके हैं।

अपनी प्राकृतिक विरासत के संरक्षण और विकास की जरूरतों के लिए अपने संसाधनों का ताकिक ईस्तेमाल करने के प्रति भूटान की प्रतिबध्दता, प्रतिस्पर्धा का उदाहरण है। हम चार स्तम्भों के जरिये सकल राष्ट्रीय खुशी लाने के आपके प्रयासों से बहुत प्रभावित हैं।

आज हिंसा से भरी इस दुनिया में भी भूटान में शांति कायम है। हम अपने राष्ट्रीय हितों से संबधित मुददों पर आपके साथ सहयोग जारी रखेगें और ये सुनिश्चित करेगें कि हमारे देशों को एक दूसरे की राष्ट्रीय सुरक्षा और हितों के नुकसान के लिए चलाई जाने वाली गतिविधियों के लिए इस्तेमाल न किया जाए।

भूटान हमारे हिमालय परिवार का आभूषण है। हम आपकी सफलता से खुश हैं। भगवान आपकी खुशहाली जारी रखे और हम उससे प्रेरणा लेते रहें। प्रधानमंत्री जी, देवियों और सज्जनों आप सब भी मेरे साथ यह कहते हुए इस भोज में शामिल हों - भूटान नरेश जिग्मे केसर नामगेल वांगचुक के अच्छे स्वास्थ्य और खुशहाली के लिए, भूटान की मित्रवत जनता की प्रगति और समृध्दि के लिए तथा भारत और भूटान के बीच अटूट दोस्ती के लिए।

The Prime Minister, Dr. Manmohan Singh¡'s speech at the banquet hosted by the Prime Minister of Bhutan, Mr. Jigmi Thinley in Bhutan today:- I Thank you for your warm words of welcome. I am delighted to be in the beautiful Kingdom of Bhutan. We are overwhelmed by the love, affection and generous hospitality that have been accorded to me, my family and to the members of my delegation.

Bhutan is our closest friend and neighbour. A visit to Bhutan is a special occasion for any Indian Prime Minister. Each such visit, beginning with Pandit Nehru¡¦s historic visit in 1958, followed by visits by Smt. Indira Gandhi, Shri Rajiv Gandhi and Shri P.V. Narasimha Rao have led to the further strengthening of our unique friendship.

I would like to congratulate you, Mr. Prime Minister, for your success in the recent elections, and for Bhutan¡¦s smooth transition to a democratic constitutional monarchy under the benevolent rule of Their Majesties. With your vast experience I have no doubt that you will provide stellar leadership to the new Government in Bhutan.

In his National Day Address last year, His Majesty the King had said and I quote :

¡§In the womb of a strong and peaceful monarchy, we have begun to nurture the hopes of a vibrant democracy. It is this endeavour that we must henceforth uphold as our greatest priority ¡V the success of democracy,¡¨ unquote. We welcome Bhutan into the fraternity of democratic nations. We assure you of our full support and cooperation as you embark upon your new and exciting journey.

Excellency, you are no stranger to India. We deeply value your personal commitment and contribution to India-Bhutan relations. We are confident that under your guidance our relations will prosper further.

Our relationship is based on the firm foundation of shared historical and cultural linkages. It is a dynamic and progressive relationship, seeking new avenues of cooperation, new complementarities and new opportunities. Our ties have today diversified to cover the entire gamut of political and economic cooperation.

Bhutan¡¦s commitment to conserving its natural heritage and making judicious use of its resources for its development needs is an example worthy of emulation. We are deeply impressed by your pursuit of Gross National Happiness through its Four Pillars.

In a world that is plagued by violence Bhutan is a bastion of peace and tranquility. We look forward to continuing our cooperation with you on issues relating to our national interests and ensuring that our territories are not used for activities harmful to each other¡¦s national security and interest.

Bhutan is a jewel in our Himalayan family. We rejoice in your success. May your radiance continue to inspire us.
